In overstatement the diction exaggerates the subject, and in understatement the words play down he magnitude or value of the subject. Overstatement is also called hyperbole.
Both aim at the same effect: to make the statement or description impressive or interesting.

通俗了说就是Overstatement是往好的方面夸张，Understatement是往坏的方面夸张。
例句：His friends praised his daughter's performances to the skies.(Overstatement)
It took a few dollars to build his indoor swimming pool.(Understatement)
