not/no more than something：used to emphasize that a particular number, amount, distance etc is not large:
It's a beautiful cottage not more than five minutes from the nearest beach.(那是一座漂亮的小房子，离最近的海滩至多五分钟的路程)
Opinion polls show that no more than 30% of people trust the government.(民意调查显示至多30％的人信任政府)
可见字典并未指出no more than 与 not more than 在后接数字时的区别．
可是在网络上普通认为有区别．如百度百科more than 中
She has no more than three hats. 她只有3顶帽子。（太少了） She has not more than three hats. 她至多有3顶帽子。（也许不到3顶帽子） I have no more than five yuan in my pocket. 我口袋里的钱最多不过5元。（言其少） I have not more than five yuan in my pocket. 我口袋里的钱不多于5元。（也许不到5元）
