declare 经常用于正式场合,指“清楚, 有力地, 公开让人知道”, 如:
He declared his intention to run for office.
他宣布了自己参加竞选的想法。
announce 指“把人们关心或感兴趣的事正式公布于众”, 如:
announce a sale
公布减价。

declare（rather formal）to say sth offically or publickly;to state sth firmly and clearly
eg:to declare war
announce to tell people offically about a decision or plans;to give information about sth in a public place,especialy through a loudspeaker,to say sth in a loud/or serious way
eg:has our flight been announce yet?

declare is used more often for giving judgements
announce is used more often for giving factc
we can't say the painting was announced to be a forgery
they haven't formally declared their engagement yet.
