英语中到底是形容词修饰副词，还是副词修饰形容词？还是都可以？？

语法书中说，副词是可以修饰动词、形容词、副词的。
但是我在做翻译时，标准答案上却是形容词修饰副词，如：
1，建设中的浦东新区更为开放腾飞的上海增添了新的魅力。
The Pudong New Area, which is under construction, adds charm to Shanghai, which is oppening further to the outside worle and developing rapidly.
按照语法书上，应该是further oppening , rapidly developing .可是为什么答案上却是相反的？

2，上海市高楼林立，灯火映天，素有“远东明珠”的世界级声誉。
Because its numerous brightly lit skyscrapers, Shanghai enjoys an international reputation as the "Pearl in the Far East".
我非常不明白 numerous brightly lit 的排序顺序为什么是这样？ numerous 是形容词，brightly 是副词，lit 又是形容词（照亮的），怎么能修饰摩天楼（ skyscrapers）？
