Canada`s unique system of government is a product of past and current relationships with the French and British as well as its closeness to the US. It is a constitutional monarchy, a representative democracy and a federalist state that shares power with a secure environment in which they can live and do business, and to responsibly manage economic affairs in the interests of common presperity. Governments are often voted in or out of office on the basis of the country`s recent economic performance.

The federal government based in Ottawa is the main administrative body and is responsible for areas as defense and national policy. Provincial governments based in each provincial capital are responsible for administering matters such as health care, education and local infrastructure. Provincial premiers are able to discuss matters together and with the Prime Minister(PM) during annual first ministers` conferences. The trend in recent years seems to be towards more power in the hands of provincial governments. However, since the federal government collects the bulk of the nation`s tax revenue and controls transfer payments of funds to the provinces the federal government has a large influence over "local" affairs as well.

The Executive

In contrast with the United States, there is no sharp distinction between the federal government`s executive and legislative branches. As in the UK, the executive branch is respresented by the British monarch, whose functions are mostly ceremonial. In Canada, the direct representatives of the Queen (the current monarch) are the recommendation of the Canadian Prime Minister every 5 or 6 years. In turn, when a new Prime Minister takes office he or she is appointed during a ceremony presided over by the current governor general. As in Britain, Patliament is a two-house system that holds most of the power in the executive branch. In Canada however, these houses are called the House of Commons and the Senate.

Since the queen`s role is largely symbolic, the Prime Minister is the individual with the most political power. To become Prime Minister, one must first be elected in a "riding" or "constituency" (one of 301 territoral divisions existing for election purpose). Then a member can run for party leader at a national party leadership convention. If a party can elect the greatest number of representatives to the House of Commons and maintain the support of the House, its leader can become Prime Minister and form a Cabinet. This is done by selecting persons, usually elected Members of Parliament (MPs), to hold portfolios in departments as finance, agriculture, justice, national defense, health, trade, and foreign and Indian affairs. In 1997 there were 29 cabinet members.
