too 太,过分[+to-v] 要不就是too much 联用c rather 我觉得可以用，因为rather的用法里有一条是作副词，修饰形容词的，意为"稍微;有点;颇;相当Miss Smart has got a rather（=rather a） good voice.

这道题答案应该是C。考试难，应该用语气较强的rather；fairly语气较弱。如果用too，应该是too difficult an exam。
