农业补贴是一国政府对农业支持与保护政策中最重要的政策工具，我国农业补贴从最初发展到现在历经了从间接补贴到直接补贴演变的一系列过程，本文对农业补贴的这两种方式的补贴效率和政策效果进行了比较和分析。指出虽然直接补贴是目前农业补贴的发展趋势，但是其使财政压力过大的弊端也是显而易见的。从国际发达国家的补贴制度发展来看，两种补贴方式都各有各的优点和缺点，无论单独运用哪一点补贴方式都不能完美地解决财政的压力与农作物生产所面临的问题。
我国政府应当进一步完善农业补贴政策，加大补贴力度、改善补贴结构和加强农业政策性金融的支农力度，根据我国的国情以及当前的市场情况改革和完善农业补贴制度，以保障农民的收入、提高我国农业的基础竞争力。
