时态相同时，to之后接原形动词。
eg. It happens that he is here
= He happens to be here .
It happened that he had some money.
= He happened to have some money.
It happened that we were out when you came to visit us.
= We happened to be out when you came to visit us.
It happens that I have $500 with me.
= I happen to have $500 with me.
b.时态不同时，to之后接“have+ 过去分词”
eg. It happens that he was there .
= He heppens to have been there .
it happens that he knew it then.
= He happens to have known it then .
