因为后面跟的内容不一样。
be sure that后面加一句完整的句子。如：I'm sure that Simon lives here. Simon lives here. 是完整的句子。

to do 有将来的感觉，不定式做将来的时态，如 I'm sure to go to school tomorrow,我肯定明天去上学 I'm sure of doing sth 是肯定做某事
