山东省财政支农资金绩效的实证分析
——基于农民收入的视角
摘要: 农业在国民经济中的基础产业地位及其特有的弱质性行业特征，决定了政府必须对农业的发展提供支持。财政支农资金是财政支持农业发展的最重要和最有力的手段之一。本文通过对山东省财政支农资金绩效的实证分析，考察山东省财政支农资金在农民收入提高中所发挥的作用，在证明政府财政对农业发展的支持保护作用的同时，分析山东省支农资金在总量和结构上的偏差，得出一些相关结论, 并为山东省下一步财政支农政策的制定提供一个尝试性的参考。
