以前讲现在完成时时，老师说有over the past year就用现在完成时
但是现在课本上有这样一句话：
He was charged with breaking into several computer systems over the last year.
为什么前面是“He was”而不是“He had been”或“He has been”？（句中所说的he已被谋杀）
1. 你老师的说法有误，当然也有可能是你抄错或记错了。
应该是“in/during/over the past/last + 一段时间”做句子的时间状语时，句子必须使用现在完成时。其中in/during强调期间发生的动作或持续的状态，而over更强调那段时间后出现的结果。
如：China has experienced great changes over/in/during the past/last ten years.
2. 该短语中的“一段时间”必须是一个表示时间段的短语，而不是year这样的单词。
此处的over the past year其实就相当于last year，意思是“在去年/在过去的那一年”，只强调过去一段时间所发生/进行的动作，所以句子只能使用一般过去时。

楼上的解释也不对，如果over the last year是修饰breaking into several computer systems,那就应该是with having broken into several computer systems.
over the last year应该译为“一年以前”，不像你的老师说的那样，只用在完成时态中。如果，你还记得，over 有”超越，跨过”的含义，就不难理解 over the last year 可译为“一年以前”，实际上，over the last year = one year ago 就应该用一般过去时。
对了，说了半天，你是在问哪一个词组，是 over the past year 还是over the last year? 课本里的句子是over the last year,应该用一般过去时。

这是一个省略句，省略了having been，这么说懂了吗？词组的意思是在过去一年里，去年。而表示一段时间或状态也并非一定要用完成时，例如He was in prison for three years.其实英语表达很灵活，别钻牛角尖。等你英语学到更深就不会在受这些约束了，就像我们中国人恶搞汉语一样。
