原来确实是在3月4日.但是美国宪法第二十条修正案为了限制破脚鸭总统(lame-duck president)滥用职权的时间, 所以把时间提前到1月20日.所以从富兰克林.罗斯福的第二任任期(1937)开始,总统在1月20日宣誓就职.

The ratification of the Twentieth Amendment to the United States Constitution changed the beginning of the President and Vice President's terms to noon on January 20th, beginning with Franklin Roosevelt's second term in 1937.
