您好，people 的用法比较复杂，是集体名词，而作为集体名词时，假如强调的是（整体），是单数的，假如强调的是（整体里的个体时），谓语动词是复数的。而因为 people 当强调的是（整体）作为单数时，也就是 peoples 作为（多个整体），采用复数谓语，此时的 people 不翻译为（人，人群，而是翻译为民族、部落了）
比如：
Han people is the largest people group in China.
（汉族是中国最大的民族。【强调的是整体】的单数）
Han people are very friendly and hospitable.
（汉族是非常友好和好客的。【强调的是整体内的个体，也就是人】，所以用复数谓语；
There are 1.4 billion people living in China.
（中国有14亿人口。【指的是中国人民这个大群体里的14亿个个体。】）
There are fifty-six peoples in China, and they all live together harmoniously.
（中国有，他们和谐得生活在一起。【强调的是多个整体，也就是汉族作为单一整体、藏族作为单一整体、壮族作为单一整体、蒙古族作为单一整体，此时这些整体放到一起时，people 就必须使用 peoples 的复数形式，很多人把这种模式叫做复数的复数，但其实是把 people 这个集体名词当做是独一无二的单个整体，然后多个这样的单个整体在一起时，采用了其复数形式的 peoples 而已。这种用法在集体名词中很常见，比如 crowd，government 等等。
