The changes bring colleges and universities a certain degree of independence in student recruitment. Theoretically this is not bad, but China is a society oriented toward relationships, obligations and interests, which can easily lead to malpractice and corruption.
Everyone knows the current national matriculation test’s defects and how to improve the system, but why hasn’t it been changed in 30 years? Because the Chinese fear that changes might cause power abuse and worse unfairness and injustice, although the changes are aimed at achieving fairness and justice.

To the relief of many, the local governments across the countryhave taken various high-tech countermeasures, employing digital camera monitoring in classrooms, shielding of electronic signals and banning the use of mobile phones, to deter potential cheaters.And no scandal of the sort was reported in the past two days.

A few days before the nationwide exam, police and education authorities announced that 28 cases of examination paper frauds had been cracked with 21 people detained and four others fined.

The test has been designed to safeguard objectivity and impartiality for those who want to have access to higher education,which is especially important since only a fraction of the applicants will finally succeed -- one out of four this year.

In paper reading and scoring, although the multiple-choice questions can be machine-scored, the subjective questions are largely scored by human beings. Then, professional ethics and discretion of the paper-reading teachers have a direct bearing on students' destiny.

People also want to see a more transparent process of enrollment as some colleges and universities were found to resort to illegal or substandard means to recruit unqualified students inpast years.

The examination even tests the government's ability to fight fake and shoddy goods and improve service. The educational authorities have been requesting all test takers to use altra-softpencils (2B) to mark answers to multiple-choice questions. However,all the parents and students were shocked weeks ago to learn that stores and shops had been flooded with fake and shoddy pencils, which produce marks the computer may not recognize.

Now that the shoddy pencils were kept from testing centers thanks to rapid government response to the case, the examination proceeded smoothly over the past two days. Test takers in some cities were lucky enough to have the right pencils provided by thelocal governments for free.

All in all, observers noted, the annual college entrance examination has become a mirror reflecting the economic order, legal environment and social ethics in China; it is a special examination testing the management level and capability of government functionaries; it also brings to light the professionalethics and social conscience of educators and market players.

The national text ended Thursday in most provinces, autonomous regions and cities. The scores of the examinees, likely to come out in about a month, will have a major impact on the students andtheir families. But to the general public, it might be more important to see that the performance of all government departments and social sectors involved in the exam does have a bearing on their future. Enditem
