其实我觉得A也不错，这道题感觉在强调provide的固定搭配是provide somebody with something
但是我在朗文字典找到了以下搭配和例句
provide something for somebody
The hotel provides a shoe-cleaning service for guests.
在朗文字典中offer的搭配是offer something to somebody，所以这题答案就是A啊。

个人觉得答案有问题。。只听说过offer sth. to sb.。。。。offer是主动提供～楼主应该是对的～～
