首先，be sure+(1.that从句 2.to do sth )
即：1.这句可以说“ He is sure （that也可略）he will be back soon.”
2.或者：“He is sure to be back soon.”
第二问题： turn...up side down
译为：把...翻过来（颠覆）如：turn history up side down 颠覆历史
第三问题：Is that a good idea? I am not sure.
合并成一句话：I am not sure if（是否） that is a good idea.
Is that a good idea？在合并成复合句后，作为从句——这句话必须用陈述语序，即： 变化为：that is a good idea 而且要加上引导宾语从句的连接词if或weather。

3楼的回答很好，不愧是老师。不过，weather是天气的意思哦。应该是whether才对。另外，第三题两个空格，写成if/whether that's就好。
