社会力量办中小学浅析
摘要：从1952年9月至1954年，全国私立中小学全部由政府接办，开始了政府包揽教育的局面。政府是教育的投资者、又是管理者、也是办学者，其结果是教育经费严重不足、教育供求矛盾突出、教育质量不高、无法满足社会经济发展需要。随着经济体制改革的推进和市场经济体制的建立，中小学多元化办学体制逐步形成，全国各地各种形式的民办中小学如雨后春笋般成长起来，极大地满足了社会各界的教育需求，缓解了教育的供求矛盾，形成了我国中小学投资主体多元化，办学形式多样化的新局面。但是，由于现行中小学办学体制存在的不足和弊端，民办中小学的各种问题也随之出现。新形势下，我们国家应尽快完善民办教育法，保障办学主体的利益，规范民办中小学办学行为，促进教育事业可持续发展。

Abstract: From September 1952 to 1954, all of the private primary and secondary schools were taken over by the Government and the situation that education was under the charge of the Government begun.
The authority is the investor, manager as well as sponsor of the education, which resulted in a lot of problems such as a serious shortage of funding for education , obvious contradiction between supply and demand,low quality of education and unableness to meet socio-economic development needs.
With the advance of economic reform and the establishment of market economic system, the diversification of primary and secondary school system is gradually formed.
The spranging up of various forms of private primary and secondary schools largely meet the needs of the society,release the contradictionm which helps to form an investment diversification in China.
Nevertheless,because of the weak points exsited in the system,the problems are beginning to appear.
Under the new circumstances,we should improve the Regulation of Private Education in order to protect the interests of school,regulate the behavior of private primary and secondary schools and also promote education develpment.

Abstract: From September 1952 to 1954, all of the private primary and secondary schools by the Government to take over, the Government began a sweep of the education situation. The Government is the education of investors, but also managers, is also sponsoring, with the result that a serious shortage of funding for education, the obvious contradiction between supply and demand of education, the quality of education is not high, unable to meet socio-economic development needs. With the advance of economic reform and the establishment of market economic system, the diversification of primary and secondary school system gradually formed around the country various forms of private primary and secondary schools have mushroomed as growing up, great to meet the educational needs of the community, eased The contradiction between supply and demand of education, primary and secondary schools formed a China investment diversification, diversification of forms of sponsoring the new situation. However, the existing primary and secondary school system because of the deficiencies and shortcomings, the private primary and secondary issues also will appear. Under the new situation, our country should improve the Private Education Act to protect the interests of the main school, and regulate private primary and secondary schools, promote education for sustainable development.
