理论上是的，北约成立之初是为了对抗苏联，后来苏联成立了华约与北约对抗，随着冷战结束，华约也跟着苏联消失了，北约留了下来，美国在全世界建的军事驻点和基地很多都是以北约的名义，北约是一个军事政治共同体，一般也代表美国的利益，所以向一个成员国宣战就是对北约挑衅，其实主要做决定的还是美国

按照他们的条约 如果一个成员国受到攻击 那么其他成员国应竭尽所能加入战斗 不过现在国际局势复杂 像欧洲国家 特别是德国和美国的关系已经不太好了 所以他们到关键时刻可能不会遵守条约
