不能，
there used to be 是there be句型的特殊形式
表示“某地过去曾有......”
there【 are】 used to【 be】 →这不是出现两个“be”了嘛！ 是错误的形式。

因为used to be 里面已经有Be动词了 你再来一个are不是重复了么，而且过去常有，你用的are是现在时的Be动词啊追问
there is going to be 不也有这种形式？

你把先used to 看成一个整体，这儿理解“过去干嘛“，
看看这些：
there would be；
there used to be；
there will be ;
there is gong to be ...
其实就是There be 结构+个别时态而已，想那么多干嘛（there would be，这个懂吧）

后面有一个"be"，前面如果又有"are"就有两个"be动词"，就有语法错误。
