本文以学习型政府的建设为研究对象，结合学习型组织的相关理论知识，综合运用文献研究法和比较研究法等方法，在对我国学习型政府建设深入研究的基础上，参阅了中外多位学者关于学习型政府和学习型组织的著作，探讨了建设学习型政府的必要性，并提出构建要点。本文拟从以下六个方面进行探讨：
