本文选择企业级IT投资项目作为研究主题，在了解企业信息理论的基础上，通过研究IT投资项目的特点和绩效影响的因素，利用平衡记分卡的理论，提出了企业级IT投资项目绩效评价指标体系，运用专家评价法确定了各项指标及其权重，然后以江苏省通信设备厂为例，通过调查问卷和数据分析对其IT投资项目进行了案例研究，并在此基础上为该厂IT项目投资提出了对策建议。
本文的研究表明，企业IT投资项目绩效包含财务、客户、内部流程、学习与成长四个方面。企业应根据自身的战略目标，采用专家意见法确定其IT投资项目的绩效评价指标体系，通过定量鱼定性相结合的评价方式对IT投资项目绩效进行系统测评，以期为其投资决策提供可靠的依据。
