only 在从句中起到了（强调）作用，也就是强调（仅仅几十年就……），尽管是跟着时间状语 a few decades 但强调的不是年限的长短，而是在这么短的时间内（就）发生了后面的事情。
only followed a few decades to decimate = (仅仅) 跟随了几十年去摧毁……
followed only a few decades to decimate = 跟随了 (仅仅) 几十年就摧毁了……

的确是如此的，这个句子应该是 ... after she was named the World's ....。英语句子和汉语句子的确语法很不同。英语翻译成汉语反而比较简单，汉语翻译成英语反倒是更难的。
A British woman who won a $1 million prize after she was named the World's Best Teacher will use the cash to bring inspirational figures into UK schools.
这一句的主语都是同一个人，a British woman，翻译起来反倒没有前面的一句复杂：
1）A British woman will use the cash to bring inspiration figures into UK schools.
（一位英国女性将用这笔钱为英国学校带来激励人心的人物。）
2）She won a $1 million prize
（她获得了100万美元的奖金。）
3）She was named the World's Best Teacher.
（她被评为世界最佳老师。

第二句是（定语从句）修饰 woman，而其中夹带了第三句（时间状语从句），就变成时间状语从句是内坎在定语从句中，属于定语从句中的一部分了。
